  1. Digital Intake

    A project proponent submits through the PermiOne portal. The configurable Form Engine captures structured, machine-readable NEPA data from the moment of submission.

  2. Automated Project Screening

    GIS-based evaluation runs the project against protected resources, floodplains, wetlands, critical habitat, historic resources, and tribal lands. PermiOne flags consultation triggers and identifies the likely NEPA pathway — CatEx, EA, or EIS.

  3. Configurable Review Workflow

    For a CatEx, PermiOne walks staff through determination logic. For an EA or EIS, it manages scoping, draft development, public comment periods, response tracking, and the Record of Decision.

  4. Multi-Agency Coordination

    The Workflow Engine routes work simultaneously to lead, cooperating, and consulting agencies and tribal partners — parallel review, not sequential handoffs. Dashboards give every participant real-time status on milestones, consultations, and bottlenecks.

  5. Defensible Administrative Record

    Every action — status changes, document uploads, review decisions, comment responses — is captured in an immutable audit log. The structured administrative record is built continuously, ready to withstand legal challenge.
